Angus Doulton

Angus has been responsible for developing all of CDW’s work for local authorities since 1991, including the creation and growth of the EIP group itself. He has led community studies for a number of local authorities and was team leader for the LGMB benchmarking project, BICISand the ISB Promoting Electronic Government project. Currently Angus is leading CDW's work in supporting two-tier partnerships and in helping authorities to implement the EiP Group's Customer Focus Framework.

Roger Wilson

Roger has worked with Angus as Principal Consultant for CDW since the formation of the company. He has played the anchor role in many of the company’s projects including primary responsibility for analysing data for local authority studies. Roger developed the benchmarking approach utilised in BICIS and PEG and has recently initiated a number of specialist initiatives in the Health Sector.

Elaine Cash

Elaine has 27 years experience of working in and with Local Government, starting in General Rates and Rebates (she is IRRV qualified) and extended through to provision and management of holistic customer services. Before joining CDW & Associates, Elaine was Head of Business Support and Customer Services at Malvern Hills District Council. Elaine has also worked for large private sector solutions providers such as Unisys and Itnet as a specialist in business process change and development of ’business case driven’ partnership frameworks in Metropolitan Boroughs such as Harrow and large unitary authorities, such as Leeds and South Gloucestershire and can offer a wide range of support to your customer focussed transformation.

Jan Knill

Jan joined CDW after more than ten years working with Powys County Council first as an ICT manager and then helping to develop a customer focussed approach across the organisation. During that time Jan created a medium term strategic programme which focussed on customer needs but also realised the benefits to be achieved through improving processes, management, people and assets. For CDW Jan works on benefits realisation and programme development for all forms of customer facing transformation.

Jenny Brogden

Jenny has led on the community development side in CDW teams working for City of Westminster and other London Boroughs, through rural authorities to the Black Country Knowledge Society where CDW contributed its thinking about implementation of adult learning from different categories of learning providers in disadvantaged communities. Jenny is widely experienced in community development and has led EU as well as British projects and, as might be anticipated, she has a strong concern for all forms of social exclusion and has developed a variety of approaches to participatory work with and for the community.

Ken Smith

Ken joined the CDW team on taking retirement from Powys CC for whom he had served as a member of the Management Board responsible for the PEG project. With over 40 years service, Ken has extensive experience in all aspects of local government having served both as a Service Chief Officer and as a corporate lead officer on performance management, corporate policy, communications, and Corporate ICT. Ken has always been conscious of the need for services to be focussed upon the needs of customers rather than the convenience of providers and in his last post was responsible for developing the Council’s Access to Service arrangements.

Neil Sandford

After a career in software development and assignments for the public and private sector both in the UK and overseas, Neil has collaborated with the other members of the CDW team since 1994. He led the work on procurement within PEG, a project that also allowed him to develop a long-standing interest in issues of change-management. Neil has also led work on service-mapping in several EIP member authorities
